Do You Know These People?

Bedford detectives are looking for information on this group of people who they want to speak to in connection with a theft of £3000 in cash from a woman aged 80.

The woman had gone to the Santander bank in Bedford town centre to withdraw money to pay for a family holiday. She took away £3000 in cash and another £3000 in the form of a cheque.

She then walked through the New Look shop and took the lift, along with a group of other people, from the Harpur centre to the car park. When she exited the lift she saw that the zip on her bag had been undone and the money stolen.

Det Con Luke Moore, of the Robbery Squad, is keen to hear from anyone who has seen this group of people and can identify them, or has possibly been approached by them.

“The group in the lift are males and females, of eastern European origin, including a woman with long black hair and a man in a baseball cap,” said Det Con Moore. “If you recognise them please let us know as soon as possible.

“It’s also a good time to remind people to be really vigilant when they do have large amounts of money on them. Always try to put your purse or wallet inside a zipped up pocket in your bag or coat, and keep the main fastening closed, with the bag’s clasp facing in towards your body. Be especially wary in crowded locations, or where someone seems to be getting too close or bumps into you.

“Unfortunately a lot of purse and wallet thefts are done by organised criminals who look out for older people when they are shopping in the town centre. The good news is that by being extra careful and taking a few extra precautions, you may be able to prevent this from happening to you or someone in your family,” said Det Con Moore.

The incident happened on July 3 at about 11am.

If you can help with identifying these people please contact Det Con Moore on 01234 275011, or text the force control room directly on 07786 200011, or speak anonymously to independent charity  Crimestoppers on 0800 555111.

Beware Bank Card Scam

Police in Bedfordshire are asking residents to be extra vigilant when giving bank information over the telephone after receiving several reports of a scam.

The two most recent reports were received on July 23 and July 17 after residents in Houghton Regis and Dunstable received telephone calls from bogus police officers telling the victims that their bank details had been cloned.

The offenders told the victims that they were police officers from the Metropolitan Police Force and that they needed to confirm details of the victim’s banking details and would call around to their home to collect the original bank cards.

The same or the following day a man posing as a police officer then attended the victim’s home and collected the bank cards which were then used fraudulently.

A further four incidents following the same pattern have also been recorded within the last few months and appear to target older residents in the Dunstable and Houghton Regis areas.

Mark Collis, of Bedfordshire Police’s Crime Bureau, is keen to warn residents of the scam and urges them not to give bank information to anyone who telephones their home; even if they say they are a police officer.

Mr Collis said: “These offenders are very plausible when they speak to people over the telephone and even give telephone numbers to the victims to check their credentials. I would urge people to contact their local force using 101 to verify the identity of any person telephoning your home and not to hand any bank cards over to anyone calling at your home. You should contact your bank directly if you think your cards have been compromised and never give anyone your pin number or your bank security answers as these will allow them to access your account. If you are at all concerned about telephone calls or callers to your home who ask for your bank details you can always go into your local police station or bank in person and speak to a representative direct to verify what is happening.”

Anyone with information relating to these crimes can contact Bedfordshire Police on 101, or text information to 07786 200011.

Alternatively you can contact the independent crime fighting charity Crimestoppers, anonymously, on 0800 555 111.

Telephone Preference Service (TPS) - Scam Alert

The Trading Standards team have received reports of consumers being cold-called by telephone, where the caller claims to calling from the Telephone Preference Service.

The caller, using a with-held telephone number, offers to stop all nuisance calls for a one off payment of £70 or a monthly cost of £4.75.
The caller also claims to be able to send a “device” that plugs into a telephone wall socket, and which will stop all international nuisance calls.

These telephone calls have all the hallmarks of a scam. The Telephone Preference Service is a free service, and you can stop unsolicited and marketing calls by registering your telephone number with TPS, by calling 0845 070 0707 or visiting

Our advice is to always act with caution when receiving any type of cold-call. Never provide your personal or bank account details to anybody over the telephone unless you are absolutely sure of their intentions. Never be intimidated into making a quick decision and always take a moment to ask yourself whether the offer is genuine. If you do have doubts, then do not be afraid to end the call by hanging up.

Biggleswade Town Council - agenda items and missing attachments - a rethink??

In my previous post:

http://biggleswadeonline.blogspot.co.uk/2013/07/biggleswade-town-council-meetings.html

I received from the Mayor two statements:

You will see from the minutes of the Biggleswade Town Council meeting of 25th June that I have addressed the issues raised in your email.

I stated that if members of the public wanted copies of the attachments to the Agenda they could ask for them when they collected the papers or at the meeting and they would be handed copies.

The minutes of the 25th June meeting have now been published and do not agree with what the Mayor told me she said at that meeting.

The minutes state:

If Members of the public felt that when they collect an agenda from the Town Council office, that they would like additional attachments to the agenda, they are to let the staff know and wherever possible this will be rectified.

Berkeley Cars - The Ian Mantle Memorial Run, Sunday, 21 July 2013

Biggleswade History Society Newsletter 388, June 2013:

"The Ian Mantle Memorial Run, Sunday, 21 July.  Make a note in your diary!

Another chance to see in action and up close the popular little Berkeley sports cars made in Biggleswade between 1956 and 1960.

The Berkeley Enthusiasts Club is holding its annual rally in memory of Ian Mantle (1920-2010). Ian Mantle’s connection was with both the Berkeley cars and caravans, also manufactured in Biggleswade from 1947. The cars were sold at his Henlow garage, whilst the caravans were sold in Biggleswade. Ian also raced the cars very successfully.

The rally will start in the morning from Turnpike Farm and will pass through local villages before finishing on Biggleswade Market Square. They will move on later to Mantles garage in London Road for their social event and prize giving.

They will be on the Market Square from about 12.00 mid-day to 1.30. All will be Berkeleys, both three- and four-wheel versions. The organisers have told us that they would welcome people who worked at the factory, or family members whose parents or grandparents worked there, to come and take a look at the cars and have a chat. For the club members that is one of the highlights of their weekend. One club member is restoring what could be the original prototype Berkeley car and would welcome any information on the chassis number and other details, as the owner is trying to get the vehicle re-registered. These cars are a rarity today and all are little gems of Biggleswade’s engineering history. Do get to see them if you can."

Biggleswade Town Council Meetings - Agendas and attachments

On the 23rd June 2013 I emailed the Mayor-

On a number of occasions there are papers “missing” from the agenda packs available to the public for Council & Committee meetings.

Take the PLOS (Public Land & Open Spaces) meeting of Tuesday 18th June 2013.

Item 6j – New Play equipment items – members had the benefit of prior viewing of the items on the board in the Council Chamber as well pictures in their agenda packs. Members of the public were merely spectators as they had no such pictures, whilst members were discussing at length the items to be chosen.

Item 6l – Maintenance and repairs to the Outbuildings and Boundary Walls – Stratton Way Cemetery. The public had no papers whatsoever.

Item 6m – Replacement roofing works Drove Road workshop - The public had no papers on this.

Item 7b – Watercourse Maintenance Programme for 2013/14 in Biggleswade - no map that the agenda says is attached.

There were some additional items, again which the public did not have the benefit of having any papers on or even know what the subject was.

If members are serious about engaging with the public and getting feedback then the documentation enabling them to do this has to be provided.

I had an immediate response:

Thank you for your email. I will discuss the contents with Town Clerk and I will be in touch.

There was a full Council Meeting on the 25th June 2013 at which the Mayor made an announcement.

By the 8th July 2013 I had not received a reply to my email so I asked for one.

The answer on the 9th July 2013 was:

You will see from the minutes of the Biggleswade Town Council meeting of 25th June that I have addressed the issues raised in your email.

My email of the same date:

I was at the Council meeting of 25th June 2013, but like other members of the public was unable to hear all of your "announcement" on this subject as you did not have your microphone turned on and you were looking most of time towards the Clerk.

The gist of what I heard, which was confirmed by others later, was that in the past too many agendas were being left unused so the numbers produced were reduced. Good housekeeping, but nothing to do with what I emailed you about.

My email concerned the number of instances when the agenda says "papers attached" and were not attached on the public copies. As an example I listed a number of instances at the PLOS meeting of Tuesday 18th June 2013.

If you did address the issues I raised in my email, at the 25th June meeting, I see no reason why in responding to my email you would not repeat them.

I have not been in Biggleswade, so did not pick up a copy of the agenda prior to the meeting of the 9th July 2013, which would have had the draft minutes of the 25th June 2013 meeting attached, and I was unable to attend last nights meeting.

It will be some considerable time before "You will see from the minutes of the Biggleswade Town Council meeting of 25th June that I have addressed the issues raised in your email." as the minutes are not published on the Town web site in a timely manner. The minutes of the Council meeting of 11th June 2013 have yet to be published and quite frankly I get fed up regularly asking the Clerk to get minutes belatedly published.

I would now appreciate a proper response to my email of 23rd June 2013.

And the answer is:

I stated that if members of the public wanted copies of the attachments to the Agenda they could ask for them when they collected the papers or at the meeting and they would be handed copies.

So as I now understand it, if you go to the offices and pick up an agenda and there items noted "papers attached" and there are not attached the staff will provide you with copies. The same at meetings when you get to the first Public Open Session, where members of the public can ask questions that are pertaining to matters listed on this Agenda, you can ask for a copy of the missing papers and you will be provided with them.

I trust the Council Staff are aware of this and have the spare copies standing by!!

Pair Jailed for Robbing Elderly People

Two people who subjected elderly Bedfordshire residents to terrifying ordeals in their own homes have been jailed.

James Piggott, age 23, of Wesley Road, Sandy, received seven years and six months for his part of the two robberies, while Jade Williamson, 27, of Pembroke House, London Road, Biggleswade received five years after both pleaded guilty to the crimes at Luton Crown Court last week.

The pair knocked at the door of an 80 year old disabled woman on December 23 last year, saying their car had run out of petrol near her home in Potton. Despite the fact it was 2.45am, the woman tried to help by letting them in to use her phone. But the story was a scam to get her to open the door and once inside, Williamson made her sit down and took her walking frame away, pinning her to the sofa and ripping the phone from the wall so she could not call the police.

Meanwhile Piggott searched the woman’s home and stole about £190 in cash, jewellery and a tin containing old coins. The pair then left, leaving the woman bleeding and with extensive bruising to her hands. Luckily she was able to find a mobile phone in her handbag and summon help.

At about 10.45am the same day, Piggott and Williamson arrived at a house in Bedford Road, Moggerhanger, the home of a married couple in their 80s. Williamson knocked on the door and as the husband approached the door to open it, a man jumped on his back.

Piggott had evidently broken in via a front window and demanded money from the man, grabbing an ornamental shotgun from its display place on the wall and threatening the man with it.

Fearing he was going to be hit, the man handed over £100 which was in a drawer but said that was all he had. His mobile phone was also stolen. Luckily though, he was then able to run up the stairs and shout to his wife to call the police.

Piggott and Williamson left the house and made off in a silver Volvo. Ten minutes later numerous calls were made to the police from members of the public who had witnessed the couple crash into another car on the A1 southbound at Biggleswade. Abandoning the car, the pair ran away and into Royal Oak Close in Biggleswade and made their way into Fairlands.

Officers were soon on the scene and helped by members of the public, some of whom had followed the criminals after the road crash, located them at a house in Fairlands. Piggott was found hiding in an airing cupboard, while Williamson was in the lounge, claiming she had just been dropped off there. In the Volvo, officers later found bolt croppers, a hammer, and the phone belonging to the man from Moggerhanger.

“These were nasty, despicable offences on elderly people and I am happy with the sentences Piggott and Williamson received,” said Det Con Jason Wheeler, of Bedford CID. “I hope the victims can put closure on the ordeals they had to go through in their own homes. The sentences they have received sends the message out that in this county we investigate these sorts of offences until we catch the offenders.

“Piggott is a repeat and prolific offender and Williamson is just as guilty as he was. A lot of work went into the case from the investigation side to be sure there was sufficient evidence to make these two plead guilty to both offences and put them behind bars. I also want to thank all the members of the public who got involved too, we could not have reached such a successful conclusion without their help.”
