Have your say on council spending plans




 
We have published our spending plans for next year and we are now asking residents, local businesses and others for their views on our proposals which include freezing our share of council tax for the third year and making £14m of savings. Most of these savings will come from efficiency measures such as renegotiating contracts, merging teams and sharing resources in order to protect our services.
 
We have also published our draft capital programme of £81m, which outlines investments in road maintenance - an area which residents highlighted as important in a last year’s survey – as well as street lighting and new residential care facilities.

Keep Doors and Windows locked at all times. Remove all keys from the locks and keep them in a safe place out of view.
Keep hallways clear of valuables like keys, handbags and laptop where they may be seen.
If your house will be empty after dark leave a light on or set a timer.
Do not leave Christmas gifts under a tree where they may be seen from the street.
If you will be away over Christmas ask a neighbour to park a vehicle on your driveway.

    Mead End, Biggleswade - Burglary

    The offender has climbed over the garage to access the rear garden.

    Courier Scam Alert


    
    With Christmas fast approaching and online shopping ever more popular, the number of  home deliveries being made by couriers is increasing. However, the Trading Standards team would like to take this opportunity to remind residents to act on the side of caution before taking delivery of an unexpected parcel.
     
     
    Over recent years various “courier” type scams have been reported. Examples include a person posing as a “courier” delivering a gift or a bunch of flowers which is accompanied by a bottle of wine. The “courier” then states that as the parcel contains alcohol, they are required to confirm the delivery was to an adult and requests that the person receiving the parcel swipes a credit card and enters their PIN into his handheld device. In the matter of minutes, the unsuspecting recipient will provide the stranger with the opportunity to clone the card and record the PIN.
     
     
    Another example of a “courier” scam involves the resident returning home to find an  "unable to deliver" postcard waiting for them, with instructions to call a telephone number to re-arrange delivery. But in reality no parcel exists and they may find they are inadvertently calling a ‘090’ or ‘091’ premium rate number which will result in nothing more than a large telephone bill.
     
    Another recently reported scam involves a parcel delivered to the correct address but the addressee is unknown. A couple of days later someone turns up to collect the parcel, claiming it was intended for them but had been sent to the wrong address by mistake. This person is never seen again. However, once the parcel has been handed over, the resident who took delivery will start to receive demands for payment for its contents.
     
    Our advice to residents would be:
    - always act with caution if you receive an unexpected parcel delivery;
    - most online retailers will notify you when your purchase has been shipped so you know when to expect delivery;
    - check to see if the parcel is correctly addressed to you or someone else in your household;
    - never provide any credit card details or payment to confirm receipt of a parcel;
    - if you are in any doubt, refuse to take receipt of the delivery;
    - never feel intimidated into making a quick decision just because the courier is in a hurry;
    - if you receive an “unable to deliver” card, take a moment to check you are not being asked to call a premium rate number;

    - if you are not expecting a delivery, do not call the number and throw the card away!

    Have your say on the Biggleswade Green Wheel Masterplan



    Central Bedfordshire Council is asking the local community to have their say on proposals for a ‘green corridor’ around Biggleswade.
     
    The Council, Biggleswade Town Council and Bedfordshire Rural Communities Charity (BRCC) have worked together to create plans for a ‘Green Wheel’ around the town, providing a green corridor for Biggleswade residents.
     
    The draft plan shows how the Green Wheel could provide an important landscape and biodiversity resource for the town as well as encourage walking and cycling in and around the local area.
     
    Please read the draft Masterplan *summary document (PDF 1MB) and give us your views by completing the online questionnaire by 28 December 2012. Full details of the Masterplan proposals can be viewed in the *draft Masterplan (PDF 7.1MB) and *appendices document (PDF 1.3MB).
     
    There will also be two public displays where the plans will be available:

    - Biggleswade Library (Tuesday 27 November – Saturday 1 December). Representatives from the Council and BRCC will be available to discuss the plans on Friday 30 November (10:00am – 2:00pm)

    - Saxon Pool and Leisure Centre (Monday 3 December – Sunday 16 December). Representatives from the Council and BRCC will be available to discuss the plans on Wednesday 12 December (12:30pm – 4:30pm)

    Paper copies will be available to view at the library and leisure centre during the display period.

    Copies of the Biggleswade Green Wheel Consultation Masterplan and Survey are now available to collect from the Biggleswade Town Council office. The consultation closes on 28th December 2012.

    Biggleswade - Appeal For Witnesses to Attempted Robbery

    Officers in Biggleswade are appealing for witnesses to come forward after an attempted robbery took place in the early hours of Sunday morning (November 12th).
     
    A man was driving down Hitchin Street to find a white van parked in the middle of the road with its full beam headlights on. Two men then got out of the vehicle with one holding what appeared to be a crow bar. The men approached the victim’s car and demanded that he got out. The victim refused and reversed up the street to get away. The offenders tried to follow the victim, but he managed to lose them in the surrounding roads.
     
    The first offender – who was holding the weapon - has been described as white, in early 30’s, of stocky build and was wearing a woolly hat and dark clothing. The second offender was also white, in his early 30’s, of slim build, blondish short hair and was wearing jeans and a dark jacket.
     
    The officer in charge of this investigation, Detective Constable Luke Moore, is eager to hear from anyone who may have witnessed the incident or seen the van in the area before or after the attempted robbery..

    New Police and Crime Commisioner Named

    On Thursday the 15 November the people of Bedfordshire elected Olly Martins as their Police and Crime Commissioner.
     
    Following the election result Chief Constable Alfred Hitchcock said “I am pleased to welcome Olly Martins as the Police and Crime Commissioner for Bedfordshire. I look forward to building a successful partnership with the Commissioner to fight crime and protect the public”
     
    The Crime Commissioner will take the oath on Monday (19 November) and will formally take office on Thursday (22 November).

    Central Bedfordshire - Biggleswade South Ward

    Votes cast: Biggleswade South

    • Sheila Grayston - Labour: 523
    • Gee Leach - Liberal Democrat: 73
    • Jonathan Graham Medlock - Independent: 437
    • Tim Woodward - Conservative: 642
    The turnout was 22.39% out of a total electorate of 7,751.

    Biggleswade South seat was held by the Conservative Party with Tim Woodward being elected.

    • Jonathan Graham Medlock - Independent: 130
    • Michael Robert Thomas North - Conservative: 146
    • Mike Smith - Labour: 121
    The turnout was 21.93% out of a total electorate of 1,838.

    The Conservative Party candidate Michael North was elected.

    Outdoor Access Improvement Plan

    Plans to help people explore, understand and get involved with the local countryside are underway with a new Outdoor Access Improvement Plan from Central Bedfordshire Council.
     
    Central Bedfordshire has a wonderfully diverse natural landscape, which the Council has a critical role in managing access to; both through the rights of way network and a number of Council owned heritage and countryside sites.
     
    The Council also has a statutory duty to review their outdoor access provision and make plans for the future. So with its last Outdoor Access Improvement Plan now complete, the Council is asking the community to comment on exciting, new plans that will last until 2023.
     
    The Council wants to take this opportunity to emphasise how much of a green and pleasant place to live and work Central Bedfordshire is.
     
    People are being asked to view exhibitions and have their say on plans from Monday, 22 October until Friday, 18 January 2013. They can view consultation documents online at www.centralbedfordshire.gov.uk/consultations during this time as well as visiting exhibitions where paper copies of the questionnaires will be available.
     
    The Council's Countryside Access Team will be on hand to talk about the proposals at:
     
    o Biggleswade Library on the 23 November (10am - 4pm)
    o Flitwick Library on the 6 December (10am - 4pm)
    o Leighton Buzzard library on the 9 January (10am - 4pm)
     
    This new Plan will act as the cornerstone strategy for countryside and outdoor access management for Central Bedfordshire. It is part of a suite of strategies and plans which will plan, deliver and manage countryside access and greenspace in the area.

    The council would now like to hear the community’s views on the proposals.
     
    The public consultation will run between Friday, 16 November and Friday, 28 December. There will be a display at Biggleswade Library from Tuesday, 27 November to Saturday, 1 December and representatives from the council and BRCC will be available to talk to on Friday, 30 November between 10.00am and 2.00pm.
     
    There will also be a display at Saxon Pool and Leisure Centre in Biggleswade from Monday, 3 December to Sunday, 14 December. Representatives from the council and BRCC will be on hand there on Wednesday, 12 December from 12.30pm to 4.30pm.
     
    Full details about the proposals and a questionnaire for residents and stakeholders can be viewed online at www.centralbedfordshire.gov.uk/consultations from 16 November.
     
    Paper copies will be available to view at the leisure centre and library during the display periods.
     
    Providing links to other routes such as the Kingfisher Way long distance walk, the Great North Cycleway, local businesses and tourist attractions, delivery of the Green Wheel will be funded by developer contributions.

    Did You Witness Biggleswade Robbery?

    Bedfordshire Police are appealing for witnesses following a robbery which took place in Biggleswade on Saturday evening (November 3).
     
    The incident happened at around 5.15pm as the 14 year old male victim walked along Palace Street in Biggleswade. As he passed a group of seven or eight males he was barged in the back and collided with a wall. The victim was then patted down by the attacker who took a silver iPod with orange earphones from his pocket before the group fled along Palace Street and the victim ran the opposite way.
     
    The victim has been able to confirm that the offender was wearing a shiny silver puffa jacket which had fur around the hood.

    Kingdom Hall, Shortmead Street - Demolition??


    The Biggleswade Congregation of Jehovah's Witnesses has made another planning application to demolish Kingdom Hall, Shortmead Street, Biggleswade, (which is within a conservation area), and build a new Christian Meeting Room.

    The previous Planning Application CB/11/01495 & CB/11/01496 made in April 2011, was withdrawn.

    Comments made at the time by the Central Bedfordshire Conservation Officer - The points made by the Biggleswade History Society are helpful in filling in some of the previously unknown background of this 1924 hall. This certainly adds something to its historical interest - but the building is unexceptional in architectural terms and thus not it is considered, eligible for proposed listing & is not identified as of local interest in the 2005 Conservation Area appraisal. On this basis, despite the WW1 memorial value, difficult to resist redevelopment - so long as the replacement building is of clear high quality in design.

    The Consultation period started on 14th September and closes on 27th October 2012, if you have any comments to make. This time, apart from the Public Notices on Friday 5th October 2012, I cannot recall seeing anything about this in The Biggleswade Chronicle.
     
    The application will be discussed at the Biggleswade Town Council Meeting tonight (9th October 2012).

    The building was the Church Memorial Hall. It was first mooted at a public meeting held in the Masonic Rooms on 21st January 1919 to discuss building a hall in memory of the soldiers who had fallen during the 1914-18 war. The site chosen was on land in front of the Church School. The land was conveyed to the Parochial Church Council represented by the vicar and churchwardens.
     
    The building finally came to fruition when it opened on 9th October 1924 at 3pm followed by tea and entertainment, repeated at 7.30pm. Funds were raised by various donations including church bodies and by public subscription; the total cost was about £1,485. There was still an outstanding debt of £105 in July 1925 cleared by a fete in the vicarage gardens.
     
    The Chapter House replaced the Memorial Hall and the hall was put up for sale. When the area behind was redeveloped the building was sold to The Jehovah Witnesses and was dedicated as the Kingdom Hall in March 1978. Since then the original building has been altered and enlarged on this important corner site together with a car park accessed from Ivel gardens.

    If this is allowed to be demolished it will be another snook cocked at preserving our heritage and an insult to the men in whose honour it was originally constructed.

    New Public Access Path for East Biggleswade



    Work was completed earlier this year on a new public access route in Biggleswade. The 700m long path runs northwards from Dunton Lane parallel to Saxon Drive. Linking with the Chambers Way / Baden Powell Way roundabout, the path will then link with the  new Linear Park being created as part of the Kings Reach Development.
     
    The works were managed by Bedfordshire Rural Communities Charity (BRCC) in  partnership with Central Bedfordshire and were funded through contributions from local developments.
     
    Access improvement works in this part of town were first identified in the 2007 Mid Beds Green Infrastructure Plan. Community consultation activities in the creation of the Biggleswade Green Infrastructure Plan and the Biggleswade Town Plan (both published in 2010) showed further support for the existing path from Dunton Lane to be upgraded and a new path to be created further northwards.
     
    The route follows the existing muddy path through the linear wood to the north of Dunton Lane and then continue northwards creating a brand new access route through the land opposite the Saxon Pool and Leisure Centre.
     
    As landowner, Central Bedfordshire Council are eager to ensure that wherever reasonable, public access is made possible for users with a wide range of mobility levels, from the able-bodied to users of wheelchairs and pushchairs.
     
    Cliff Andrews, BRCC’s Green Infrastructure Team Leader says “We are very pleased to be part of this project, enhancing people’s access to part of the countryside on the edge of town. The path will be a great asset in its own right, but will also be a valuable link to the Rights of Way network to the south and east."
     
    It is also hoped that these paths will in time form part of a ‘Green Wheel’ for the town – a publicly accessible corridor around the whole town, providing access to and through a range of community greenspaces.
