Beds Police Authority Announcement on Organisational Support


Bedfordshire Police Authority today (28 June) agreed to commission further work to examine the option of outsourcing the delivery of support services across Bedfordshire, Cambridgeshire and Hertfordshire.

In parallel, the Police Authority also instructed Bedfordshire’s Chief Constable to develop and take forward, in consultation with the Police Authority, a second option in the best interests of Bedfordshire which can be developed to full business case. In both cases they also agreed that the final decision will be taken by Bedfordshire’s Police and Crime Commissioner when appointed in November this year.

For the outsourcing proposal to move forward as recommended by the three Chief Constables, it needs the agreement of each police authority. Hertfordshire Police Authority agreed to commission the work at their meeting earlier this week (Monday, 25 June), while Cambridgeshire Police Authority meets later today (Thursday June, 28) to consider the recommendation.

The move comes as part of the on-going collaboration between Bedfordshire Police, Cambridgeshire Constabulary and Hertfordshire Constabulary which, along with the three police authorities, have established a Strategic Policing Alliance.

The business case will examine in detail the outsourcing of these services through the existing Lincolnshire Police contract, which has G4S as the supplier.


MI Closure


Central Bedfordshire Council and the Highways Agency are giving road users advance warning of a 16-hour weekend closure of the M1 between Junctions 11 (Luton north) and 13 (A421, Bedford) while a bridge over Junction 12 is demolished.

The road will be closed from 8pm on June 30 until 12pm on July 1, and motorists are advised to plan ahead, leave plenty of time and use an alternative route if they can.

The 1400-tonne reinforced concrete bridge, which carries the old A5120 over the M1 and has not been used since a new bridge opened in May, needs to be demolished to make way for new slip roads at Junction 12, as part of the M1 J10 to J13 managed motorway scheme. It will be removed using hydraulic breakers.

Cllr Brian Spurr, Executive Member for Sustainable Communities, Services, at Central Bedfordshire Council, said: "Improving infrastructure is a key priority for the council and the new A5120 bridge, which opened in May, is already successful in cutting down congestion, increasing safety and improving efficiency.

"While the old bridge is demolished, we do ask that road users heed the Highways Agency’s advice to leave extra time for their journeys, plan ahead and use an alternative route if they can."

Highways Agency project manager Lynne Stinson said: "Work on the managed motorway scheme is progressing very well and we’re delighted the first phase will be completed this summer, and that we’re on target for full scheme completion in spring 2013.

"Demolishing the bridge at Junction 12 is a big engineering feat, and the only way that we can remove it safely and quickly is by closing the motorway.

"The closure will unavoidably cause some disruption for road users, but to keep it to a minimum we have timed the works for a 16-hour period at the weekend when traffic flow is at its lowest and we have avoided large spectator events."

The first phase of managed motorway between Junctions 10 and 11 is almost complete, with testing now being carried out ahead of it becoming fully operational this summer. Once it is fully operational, variable speed limits will be displayed during busy periods and the hard shoulder will be signed as being available as an extra traffic lane, giving extra capacity to road users. Work on the rest of the project, between Junctions 11 and 13 continues, and is due to be fully complete in spring 2013

Did You Witness Meppershall Burglary?


Bedfordshire Police are appealing for witnesses after a £28,000 BMW was stolen during a burglary at a house in Meppershall at the weekend.
The incident happened sometime between 5.20pm on Friday June 22 and 8.15am the following morning in Fildyke Road, Meppershall, while the victim was away on holiday and some decorating was being done in his absence.
The decorator locked the property on his way out on Friday evening but when he returned the next day he noticed that the internal doors to the house were open, the cat flap had been removed and a burglary had been committed. It was then that he realised that the homeowners BMW was missing from the driveway. The victim returned from holiday and confirmed that a laptop computer, numerous items of jewellery and cash had also been taken.
Detective Constable Amanda Durrant, who is investigating the burglary, said: “We would really like to hear from anyone who was in the area at the time or anyone else who may have information – however small or insignificant they think it is – that could help us. Don’t dismiss your information as unimportant – even tiny details which don’t seem relevant now might become useful later on in the investigation.”

Have your say on a New Development Strategy for Central Bedfordshire

Central Bedfordshire Council is asking the public for its views on a new Development Strategy for Central Bedfordshire this summer, which sets out how it will plan the number and location of jobs and homes across Central Bedfordshire between 2011 and 2031.

The Development Strategy is a planning policy document that will play a huge part in shaping the future in Central Bedfordshire. It will set out how much growth and development will need to be planned for, in areas such as housing, employment and commerce. It will also suggest broadly where this should go. At a more detailed level, the Strategy will also set out detailed policies to help determine future planning applications.

Starting on Wednesday, 20 June and running until Wednesday, 8 August, the public consultation will invite comments and views from the local community.

Executive Member for Sustainable Planning and Economic Development, Cllr Nigel Young, said: "We know how much our residents love the area they live in, but we also know they are concerned about things too. Fears about job prospects have doubled in the past two years and families are worried whether it will ever be possible for the next generation to get on the housing ladder. We need to address these issues.

"Thanks to new powers we are no longer required to meet housing targets imposed by Central Government. We are masters of our own destiny and have reduced the scale of planned development, whilst also ensuring there will be enough new and affordable homes that our communities need."

Crime & Anti-Social Behaviour in Bedfordshire is Down


Chief Constable Alf Hitchcock has today (Thursday 21 June) welcomed a report by Her Majesty’s Inspectorate of Constabulary (HMIC) on the policing of Anti-Social Behaviour.

Commenting on the report Mr Hitchcock said:

“Bedfordshire Police welcomes the findings of the Inspection and the survey, which was carried out last year, as it confirms our plans for improvement in tackling Anti-Social Behaviour (ASB). Some of the areas highlighted have already been addressed with the introduction of the new policing model, which focuses on local policing issues and driving down crime. I am also pleased the HMIC has recognised our success in fighting crime and protecting the public, by acknowledging; ‘a strong reduction in overall crime, and is committed to ensure that future improvements in its response to ASB mirror the improvements it has achieved in driving down crime’.

Excellent results have already been achieved in Bedfordshire, which has resulted in overall crime falling by 6.5% (2822 fewer offences), with burglary down 20% (800 fewer homes) and violent crimes are down with the most serious offences down 34%. In relation to ASB, we have seen public confidence in police and partners ability to deal with it rise in every quarter of the last year as measured by the British Crime Survey, and the number of people who are victims of ASB have reduced by almost 8000 over two years.

We are not complacent however, and by continuing to work with our partners through a range of programs as well as taking forward our internal structural change program and through the increased resilience gained via collaboration with Cambridgeshire and Hertfordshire we are committed to continuing to improve our performance over the coming months.

Victims being satisfied with the service they get from Bedfordshire Police is a priority for us, and I will always apologise to anyone who feels they may not have had the response they expected. Officers, PCSOs, staff and partners work tirelessly to support victims of ASB, and use current IT systems to identify the most vulnerable. New IT which has been obtained by the force will be operation in the next year and this will enhance the service.

The HMIC has also indicated areas of good practice by saying; ‘In Luton, the force and Borough Council have funded a priority ASB case management team. This is co-located multi-agency team which is providing an excellent service to victims of ASB and is recognised as good practice.’ There is a planned roll out of this method across the force.

Against a backdrop of budget cuts, Bedfordshire does have to prioritise what crime and incidents it investigates and serious ASB remains a key priority for us and our partners. Some aspects of ASB fall out of the remit of the police but are picked up by the three Community Safety Partnerships that are well placed to help individuals with long term problems.

Finally, Bedfordshire Police continues to drive down crime and support all our communities where we can around issues of ASB. We are already committed to a plan of additional improvements around ASB including innovative IT solutions and the new policing model, which was only launched in October last year. We are confident that these changes will help us continue to fight crime and protect the public.”

Be Scam Aware - Hong Kong Bank

The Trading Standards team is warning consumers to act with caution if they receive a letter purporting to be from a Hong Kong bank claiming that you have an opportunity to make an easy fortune.
A concerned consumer has forwarded a letter (see below) to us, which they had recently received. The letter, which was personally addressed to the consumer, claims that they could receive a large sum of money, purely because they have the same name as a recently deceased individual.
The letter is poorly written, with grammar and spelling errors. The letter also encourages the addressee to “keep quiet” about this opportunity and requests that contact only be made using specific email and telephone details.
We believe this letter to be a scam, designed to obtain your personal and financial details.
We would advise anyone who receives such a letter to act with extreme caution and would urge you not to contact the sender of the letter at any point. Generally, our advice is never provide your personal or bank account details to anybody unless you are absolutely certain of their intentions. Never be tempted to make a quick decision that you may regret at a later date. If you are unsure whether a letter you receive is genuine or not, ask a family member, friend or neighbour for their own opinion. If, at any point, you have any doubts, do not be afraid to throw the letter away.

Be Scam Aware - PPI Scam

Central Bedfordshire Council’s Trading Standards team is warning consumers and small businesses to be extra vigilant of potential PPI “phishing” scams that claim you are entitled to a refund from previously mis-sold credit card or loan protection insurance.
We have recently received a number of reports whereby consumers have received a text message on their mobile phone claiming "
Records passed to us show you’re entitled to a refund approximately £xxxx in compensation from mis-selling of PPI on your credit card or loan. To claim reply YES ", or similar wording.
In some reported cases, consumers who have received this message have never had a credit card or loan, or have never provided their mobile number as part of their contact details.
Based on the information provided we believe that these types of messages could, in some cases, be operated by scam artists, with the intention of obtaining your personal and bank account details. We would advise anyone who receives this type of message, to act with extreme caution before considering whether to reply.
Our advice to consumers and small businesses is that you should never give your details to anybody over the telephone or by text message, unless you are absolutely certain of their intentions. Never feel pressured into making a quick decision, because the offer is only available for a limited period, for example.
Generally, if you show any interest by replying to this type of message, not only will you alert the sender that your mobile number is an active number, you may also be identified as a possible target for a future scam attempt. If, at any point, you are unsure as to whether a text message is genuine, do not hesitate to delete it without replying.

Be Scam Aware - Virgin Media

Central Bedfordshire Council’s Trading Standards team is warning consumers to be aware of phishing emails that appear to be specifically targeting Virgin Media customers.
We have received information from a concerned consumer who has recently received a suspicious email requesting personal and financial information to be provided. At first glance
the email appears to be genuine and sent by Virgin Media. The email received by the consumer in question is as follows:

Based on the information provided we believe that this email is clearly a "phishing" scam, designed to obtain personal and financial details.
Our advice to consumers is, if you receive one of these emails, please delete it without replying - by replying to the email you will alert the scam artist that your email address is active and maybe targeted for future scam attempts. Please act with extreme caution before considering whether to provide the information requested. An organisation the size of Virgin
Media is very unlikely to make such a request. It is also worth asking yourself why such a hitech organisation is still using fax machines in this day and age!

Robbers Jailed for Six years

Two Romanian robbers who were part of an organised crime gang which targeted the elderly and infirm across the South of England have both been jailed for six years.

Ioan Hutup, 30, of Rowley Garden, North London, and Elena Batan, 38, of Dock Road, Barking, Essex, had previously pleaded guilty to charges of conspiracy to steal, conspiracy to rob, conspiracy to burgle and conspiracy to commit fraud by false representation. The offences took place between February and November 2011 in Bedfordshire - Caddington, Leighton Buzzard and Wingrave – Sussex, Buckinghamshire and Surrey.

Today (15 June) at Luton Crown Court it was revealed that the duo had followed people at supermarket checkouts, recorded their pin numbers then followed them to their home address where a distraction burglary - usually involving asking for directions – was committed. The pair then used the pin numbers which they had noted earlier to withdraw cash and buy luxury items on the card before it was cancelled.

The first offence occurred on 14 February, 2011, in Caddington Road, Luton after the 57-year-old female victim had been at Tesco in Skimpot Lane, Dunstable. As the victim stopped to key in a security pass to an electronic gate she was asked for directions to Manchester by Hutup who then produced a map. As the victim assisted, her purse was stolen and £500 was withdrawn from her account while £1110 worth of goods were purchased.

On 20 September, 2011, the pair tried to steal £1000 from an 80-year-old man in Worthing, Sussex, having previously seen him withdraw the cash from a bank. They followed the victim onto a bus and then tried to rob him as he entered his home address but they escaped with only a worthless receipt.

On 4 October, 2011, a 91-year-old man was the victim of a distraction burglary at his home in Heath Road, Beaconsfield, Buckinghamshire. He had earlier been to a Tesco store where Hutup and Batan saw his pin number at the till and then helped the man load his shopping into his mobility scooter. Later in the day, the pair called at his house asking for directions to London. The victim let them in, but while getting them both a drink of water, his bank card was stolen. The pair withdrew £300 in cash and bought £222.74 worth of fragrances before the card was reported stolen.

On 13 October, 2011, an 82-year-old female had her pin details recorded while shopping at Morrisons in Lake Street, Leighton Buzzard. When she returned to her home in Cotefield Drive, she was approached by a man and asked for directions. Whilst distracted, she had debit card stolen from her handbag and £200 withdrawn from her account while £549.99 was spent on electrical goods.

Four days later on 17 October, 2011, a female had been shopping at Tesco in Sunbury-on-Thames, Surrey, but when she returned to her home in Staines Road East, she was approached by Hutup who asked for directions. A woman with the offender (not believed to be Batan) became ill and the victim invited them into her home for a glass of water. Once inside a card was taken from the victim’s purse and subsequently used to withdraw £300 in cash.

On 7 November, the pair noted the pin number of a 70-year-old woman who had been shopping at the Tesco store in Vimy Road, Leighton Buzzard. When she returned to her home in Baldways Close, Wingrave, she was asked for directions to Birmingham. As she assisted, her credit card was stolen and used to buy a laptop computer (£749.99) and other electrical goods valued at £599.99. The card was also used in an attempt to buy over £1200 worth of goods but was rejected.

On the same day another distraction burglary took place in Tournay Court, Slapton, Buckinghamshire, after the 82-year-old victim had been shopping at the Morrisons store in Lake Street, Leighton Buzzard. She was approached by the offenders and asked for directions to Birmingham but then Batan claimed to feel unwell and was taken into the victim’s home for a drink. When the victim returned to the living room, she caught Batan trying to steal her purse before the offenders fled empty handed.

A final offence occurred on 16 November, 2011, in Horsham Surrey when a 71-year-old female victim was asked for directions to London having been shopping at a nearby Tesco. She became suspicious and fobbed the pair off, but ten minutes later as she unloaded her car, another man asked for the same directions. She told him to go away, but later in the day she realised that her purse had been stolen from a handbag which had been left in the house. The card that the victim had used earlier in the day wasn’t in the purse though and the other cards were useless to the offenders.

Following the sentencing Detective Sergeant Sebastian Greschner from the South Bedfordshire Serious Crime Team, said: “Hutup and Batan caused a huge amount of upset and stress to some very vulnerable victims and I am very pleased that the judge has noted the seriousness of these crimes and sent down a ?? year sentence to the pair.

“This is an appropriate time to remind everyone to take some extra precautions when out shopping. This duo succeeded by noting people’s pin as they paid for their shopping and then following them to their homes to steal the cards using distraction methods. It is so important to protect your pin when at the checkout and never write the number down in case you forget it.”

National Recycle Week 18-24 June 2012

Central Bedfordshire Council is encouraging its residents to recycle wherever they are - whether at home, at work or out and about - as part of national Recycle Week (18 -24 June).

The council is keen to show that even the smallest every day actions can have a big effect and has installed a number of brand new ‘on-the-go’ recycling bins at prime locations across Dunstable, Houghton Regis and Leighton Buzzard town centres.

It is hoped that these bins will provide an excellent opportunity for the public to recycle a range of materials such as aluminium drink cans, plastic bottles as well as cartons, newspapers and magazines and have a positive impact on the local environment.

Cllr Brian Spurr, Executive member for Sustainable Communities at Central Bedfordshire Council said: “We’re always looking at ways to improve our waste and recycling services. Residents in Central Bedfordshire are already doing a great job within their homes, so the introduction of these new recycle on-the-go bins will make it even easier to recycle waste whilst out and about.

“Just think - if all of us in the UK recycled just one extra plastic bottle during Recycle Week, this would save enough energy to power over 71,000 plasma screen TVs for a year! By spending just a few extra seconds thinking about recycling, whether at home or away, we could really make a big difference.”

At home it’s never been easier to recycle in Central Bedfordshire now that all plastic packaging, aluminium foil, empty aerosols, worn out clothing and textiles are accepted in the kerbside recycling collection scheme. Away from home there are over 100 local recycling banks across central Bedfordshire to recycle glass bottles and jars.

Anglian Water confirms hosepipe ban to be lifted




The hosepipe ban affecting Anglian Water customers will be lifted on Thursday, June 14th.

Exceptionally wet weather since the start of April has boosted flows in many rivers and largely refilled reservoirs hit hard by the two-year-long drought.

Many groundwater aquifers have also recovered from what had been record low levels in some areas. Nevertheless, some aquifers remain low and are now likely to remain so until they can be recharged by sustained rainfall in winter.

Groundwater aquifers account for almost half of the water that Anglian Water supplies. For this reason, customers are being urged to continue to use water wisely whatever the weather.

Paul Valleley, Anglian Water’s Director of Water Services, said: “I am delighted that we are able to make this announcement. It was never our intention to keep these restrictions in place a moment longer than necessary.

“When we introduced the ban back on April 5, we had just been through the driest year on record and gone two winters without the rainfall needed to recharge reservoirs and aquifers.

“We were heading into the summer with reserves well below normal.”

He added: “Almost from the moment we announced the ban it started raining and April turned out to be the wettest in our 113-year records.

“There’s no way we could have predicted it, but in some places we had three times the average rainfall in April. Crucially, it fell just within the traditional ‘recharge’ season – the time of the year when there is less competition for water from the environment, and much of what falls ends up in reservoirs and aquifers.

“Effectively, we had three months worth of ‘winter rain’ in April. This was followed by a wet and cool May and June. The persistent rain and low temperatures have extended the recharge season into the early summer, and this has made all the difference.”

While Anglian Water is confident supplies are now secure this summer without the need for restrictions, concern remains over levels in many of the region’s underground aquifers.

Paul said: “Many aquifers started April at historically low levels and many are still below normal, even after the torrential downpours we have seen recently.

“The recharge of these aquifers is a natural process and with summer now upon us, there is unlikely to be any real change until we get a full winter of rain to replenish them.

Anglian Water is continuing to ask its customers to use water wisely whatever the weather, reducing usage where possible to conserve supplies through the summer.

At the same time, the company will continue to do its bit – driving down leakage and investing in drought-busting schemes to tap new sources of water and improve the storage and movement of water around its network.

Paul said: “We are enormously grateful to our customers for their help and support over the last two months.”

Biggleswade NEW Cycling & Walking Scheme


This will be, I think the last post on this subject.

On the 8th April 2012 I published this post.


At that time I was told that  the signage at the top of Holme Court Avenue directing you to turn right to Stratton Upper School and finding another sign 100 yards along the London Road sending you back again had been confirmed by Bedfordshire Highways Clients, Central Bedfordshire Council (Sustainable Transport, Nick Shaw & Cycling & Walking Officer, Steve Lakin) as correct!!

Well what do you know, they have changed it and added road markings.

Have your say on the restoration plans for the Swiss Garden at Shuttleworth

Central Bedfordshire Council and Shuttleworth Trust are inviting views on plans to restore the Swiss Garden in Old Warden to its 18th Century glory.

Feedback on the plans will form part of a funding bid to the Heritage Lottery Fund in August to help fund restoration of listed buildings, redesign visitor entrances to allow a better experience of the Garden, de-silt and restore the lake and enhance the history landscaping.

Outsourcing to be Considered to Protect Frontline Policing



Outsourcing of police support services in Bedfordshire, Cambridgeshire and Hertfordshire is being considered as part of continuing efforts to tackle the £73 million shortfall in police funding for the three counties.

Police Authority members in the three counties will be asked to consider later this month (June) how services including HR, finance and ICT could be outsourced in future as part of a joint recommendation made by the three chief constables.

The move comes as part of the on-going collaboration between Bedfordshire Police, Cambridgeshire Constabulary and Hertfordshire Constabulary.

A recommendation that a full business case should be developed to scrutinise this proposal in more detail was discussed on Wednesday (May 30) by the Police Authorities Joint Collaboration Working Group.

As a result, it was agreed that each of the three Police Authorities will be asked in late June to consider formally the commissioning of a Full Business Case for outsourcing support services through the existing Lincolnshire Police framework, with G4S as the supplier.

If agreed by all three police authorities, the earliest that outsourced services could be in place would be April 2013.








 


Does THAT Car Belong In Your Street?




Bedfordshire Police are urging residents to remain vigilant and to report any suspicious or abandoned vehicles in their area.

In recent week there has been a slight increase in burglaries across the county where thieves are looking for car keys to steal the homeowner’s vehicle.

For most people, a car is the most expensive possession that they own and for this reason detectives are keen to reunite stolen property with their rightful owners as quickly as possible.
Newer cars generally have a security system in place which makes it almost impossible for the vehicle to be stolen without the keys. For that reason, thieves are committing burglaries specifically to steal car keys and any other valuables that are nearby.

To help reduce the risk of car theft, Bedfordshire Police is urging motorists not to leave their car keys or valuables anywhere where they can be easily seen from outside or within range to be ‘fished’ through the letterbox.

Detective Chief Inspector Steve Vesztrocy said: “One of the greatest tools that Bedfordshire Police has in fighting crime and protecting the public is the 550,000 pairs of eyes and ears that belong to the residents.

“As we continue with our attempt to lower auto burglaries I would ask for the public to remain vigilant and not to hesitate for a moment to report anything suspicious. Have you seen anyone paying particular attention to cars or houses in your road? Is there a car parked up that isn’t ordinarily in your street? Have you seen somebody driving a car that isn’t theirs? If so, let us know.”
