Escaped Prisoner Sought

 
 
 
Bedfordshire Police are appealing for information about a man who has absconded from HMP Springhill.
 
Daniel Puncheon, aged 33, originally from Mansfield, Notts had been given an indeterminate sentence, with a minimum tariff of two years, for firearms offences in 2006, relating to an attempted robbery in Bedford armed with an imitation firearm. 
 
Puncheon absconded on May 19 and may have contacts in the Bedford and Buntingford, Hertfordshire areas, although police also believe he has been seen recently in the Leighton Buzzard area.
 
Puncheon is described as a white man, 6’ tall with a stocky build and short dark brown hair.
 
If you have seen a man matching this description, please contact the police immediately on 999, or if you have information about his whereabouts you can also contact the independent charity Crimestoppers, anonymously, on 0800 555 111.

Incident Details - The offender has gained access to the side of the home, forcing open a ground floor window.
 
A messy search took place.
 
A safe has been forced from the wall.
 
A set of door keys have been taken.

Crime Reduction Advice - Keep Doors and Windows locked at all times. Remove all keys from the locks and keep them in a safe place out of view.
 
Keep garden tools locked away to avoid them being used to force a door, or window.
 
Dont leave out anything that can be used as a climbing aid, either to reach a window or into a neighbours garden.
 
Keep hallways clear of valuables like keys, handbags and laptop where they may be seen.
 
If your house will be empty after dark leave a light on or set a timer.

Kitelands Recreation Ground - new play equipment - latest



My response to Biggleswade Town Council sent today:

Biggleswade Town Council said on Wed, 22 May 2013 -
In
relation to the Play equipment we propose to take to the next P.L.O.S proposals to utilise the money set aside for the play equipment that was meant to go in at Kitelands. The design is now outdated and it would be doubtful if the equipment would be used. We would hope the committee will consider the proposals put forward; they will of course include Kitelands.

The Kitelands play equipment has been going on for much longer than I originally thought.

According to the Council's own published minutes:

16th June 2009 - Public Land & Open Spaces Committee.

106 Monies relating to play equipment

Members where asked to consider correspondence from Central Bedfordshire with reference to developer contributions which were secured for play, sport and open space provision for Biggleswade. They have provided a list of remaining contributions and the dates they were received by Council and the date by which they must be returned to the developer.

It was RECOMMENDED that costs are obtained for play equipment for, Kitelands Recreation Ground and Eagle Farm Road, or if the monies could be held for use at the proposed Sports Leisure and Community Village.

11th May 2010 - Annual Statutory Meeting.

Update of item 5b of PLOS meeting held on 16 June 2009

At the PLOS meeting held on 16 June when it was RECOMMENDED costs be obtained for play equipment at Kitelands Road Recreation Ground and Eagle Farm Road.

Town Council has 106 monies that are currently held with CBC that are due to expire if they are not used before the end of May 2010.

Plans of proposed equipment are displayed in Town Council Chamber from 5 May 2010.

Members are asked to consider the following quotations for equipment to be installed in Kitelands Road Recreation Ground;

Planning application CB/10/02226/FULL – Erection of new play equipment at Kitelands Park, Biggleswade

Levitt Partnership has received correspondence from Central Bedfordshire Council Development Management stating that the above planning application cannot be continued with, and a copy is attached to this agenda.

It was RESOLVED that Cllr P Vickers would discuss this application with CBC Planning Dept and report back to Town Council.

12th June 2012 - Public Land & Open Spaces Committee.

Soil Sample Kitelands

Soil samples were undertaken on 18/05/12 and the results do not show any issues with contamination. CBC planners have been provided with the findings of the soil sampling and asked to confirm that Town Council are able to proceed with installing the activity trail under Permitted Development rights.
 
It was RECOMMENDED that this be noted.

I am not sure who the royal "we" is and who has decided the design is now outdated and doubt it would be used but why the big change of direction? Who has decided that the scheme that members have approved should now not proceed?

The existing apparatus is very well used but there is nothing much for the older children and many around this area are very disappointed after all the time effort and monies that have been expended that "someone" has decided to recommend it should not proceed.

What a shambles!

On what do 'they' base the assumption that the equipment won't be used? Fashion? Do they mean that if it had been put in three years ago they would be looking to remove it now??

You have children passing the site twice a day in both directions during school term, and the recreation ground is heavily used evenings, at weekends and during the summer holidays - I can't think of a better place to put an exercise loop such as this.

Expectations have been raised in this household and we have been looking forward to this scheme being implemented. Now we hear it may not be going ahead after all.

You will recall this project started back in July 2010, but stalled when the BTC Agent said the land was not contaminated and BTC did not appear to be aware that it was.

As you know the soil survey required was finally carried out nearly two years later in May 2012.

Nearly 3 years on, can you tell me if the new play equipment will be provided in time for the summer holidays.

 I have been asked for another update on the progress of the provision of this equipment.

My last post was 1st July 2012 after the soil testing had been completed, and the results did not show any issues with contamination and the Town Council were now able to proceed.

What has happened since then, well it appears the short answer is not a lot!

I asked a Town Councillor over 3 weeks ago to find out for me what is happening, but as yet I have not received a response.

We are nearly three years on from when the application was submitted and the question now is will the play equipment ever be installed?



 

Find out what's on offer for young people in Biggleswade, Sandy, Arlesey/Shefford and Stotfold

Central Bedfordshire Council has awarded delivery of youth provision across Central Bedfordshire to local environmental charity Groundwork Luton & Bedfordshire, and Groundwork wants input from young people to help shape the direction of youth provision throughout these areas.
 
Groundwork were selected after an open tender process and are amongst the first to have been interviewed by Central Bedfordshire Council’s Young Commissioners, a group of young people who work alongside council officers to make decisions on which services the council should be providing for local young people.
 
Groundwork is well placed to deliver youth provision, given that it has been undertaking provision of youth clubs in both Toddington and Potton since April 2012.
 
The charity is based in Luton, but operates across the county delivering projects with and alongside schools, local communities businesses, Local Authorities, Town and Parish Councils and other similar-minded organisations. As such, it has a wealth of partners, contacts and project ideas to draw from.
 
Cllr Mark Versallion, Executive Member for Children’s Services said: ’I am delighted that Groundwork will be providing a wide range of activities for local young people.
 
‘We know that there is a big demand for activities here and I am confident that they will do a great job, not least because their proposals have been given the thumbs up by a panel of young people, who worked with the team here to reach the final decision. If you are aged between 12 and 18, why not go along and find out what’s happening?’
 
Groundwork will be delivering club-based and detached sessions across the three areas, providing young people with a variety of activities such as graffiti art and crafts, sports and outdoor games, music and dance.
 
The youth clubs will be provided for any young person aged 12-18, and all participants will be encouraged to get involved in shaping what provision and resources they would like from their club.
 
Full delivery of youth provision will commence from 3 June as follows:-
 
Biggleswade – Monday, Wednesday and Thursday evenings from 7pm until 9pm at Biggleswade Youth Centre, Mead End, Biggleswade, SG18 8JU
 
Sandy – Monday, Wednesday and Friday evenings from 7pm until 9pm at Sandy Youth Centre, Swansholme Gardens, Sandy, Bedfordshire, SG19 1HN
 
Arlesey (including Stotfold and Shefford) – Monday, Wednesday and Thursday evenings from 7pm until 9pm at Arlesey Youth Centre, High Street, Arlesey SG15 6SN

    New Chief Constable Named

    Bedfordshire’s Police and Crime Commissioner Olly Martins has revealed the identity of his proposed candidate for the post of Chief Constable of Bedfordshire Police.
     
    Following a rigorous interview process, Commissioner Martins announced that he is proposing the appointment of Colette Paul, who is currently Deputy Chief Constable of South Wales Police, to the Police and Crime Panel when it meets on 4 June 2013.
     
    The panel is responsible for reviewing the proposed appointment and recommending to the commissioner whether or not Ms Paul should be appointed.
     
    The panel also has the power to veto the appointment.
     
    The Commissioner said: “This was a difficult decision as all the candidates were of a particularly high calibre – and a very important one. However, I firmly believe that we have selected the individual best suited to the needs of Bedfordshire Police and our local communities, in line with my overall objective of a safer Bedfordshire.
     
    “Colette impressed us all with her infectious energy and enthusiasm,” added the Commissioner, “and I very much look forward to working with her to deliver my Police and Crime Plan.”
     
    After the announcement, Ms Paul described herself as ‘over the moon’, adding: “I’m absolutely delighted. Bedfordshire is wonderfully diverse county with lots of complexities, which will make it a really interesting place to work.
     
    “I’m looking forward to working with Olly Martins and the senior officer team, to ensure the delivery of the kind of service that the public of Bedfordshire expect and deserve.”
     
    In line with the new legislation, the outcome of the selection procedure will now go to a confirmation hearing of the Police and Crime Panel, thereby enabling the robust nature of the recruitment process to be publicly scrutinised.
     
    Mr Martins was helped in his task by a highly experienced selection panel, which in itself reflected the significance of this appointment. Sitting alongside the Commissioner were the former Chair and Independent member of the Police Authority Peter Conniff and Carolyn Dhanraj MBE JP, an independent member from the College of Policing. They were supported by former Chief Constable and Chief Executive of the National Policing Improvement Agency Peter Neyroud CBE QPM. He is renowned for his innovative approach to policing and agreed to act as a special advisor to the panel.

    International Police Woman of the Year

    Bedfordshire Police Inspector Annita Clarke has won the ‘International Police Woman of the Year’ beating officers from around the world in demonstrating her commitment to fighting crime and protecting the public.

    Earlier in the year she scooped the UK Police Woman of the Year award which automatically put her forward to the international compeition. Winning for a second time has cemented her place in policing history and recognises her career achievements for overall service and accomplishments during her 24 year career.
    The award is given to those who ‘have distinguished themselves in areas of leadership, community service, mentoring and excellence in performance.’

    On hearing the news, Inspector Clarke said: “This award represents the continued and dedicated commitment of Bedfordshire Police to encourage its officers and staff to achieve beyond their believed potential. Personally, I am incredibly proud to be a police officer serving in Bedfordshire and am honoured to be nominated for this international award and absolutely delighted to win it on behalf of my force and my country.”

    “My success represents a great accomplishment, encouraging us to strive and achieve more both as individuals and as a police service in the development of our officers and staff to enable them to effectively serve the public they represent whilst fighting crime and protecting the public.”

    Congratulating her success, Chief Constable Alf Hitchcock added; “This is a fantastic achievement for Annita, and a reflection on the quality of the people in our Force.”

    Annita has held a variety of ranks and roles since joining the force including training, victim liaison, safer neighborhood policing, ‘critical incident’ management and led frontline response teams in Luton. Annita also works as a mentor, developing officers and staff in various aspects of their career and leads on developing force policies and engaging with officers and staff.

    Annita will receive her award in South Africa in June.

    Ringmaster - 54 Years for Shotgun Robbers


     
    15 May 2013

    Four men have today been jailed for a total of 54 years for the violent armed robbery of two elderly men at their rural farm house in Bedfordshire in October last year.
     
    The defendants appeared at Luton Crown Court today (May 15) having previously pleaded guilty to their part on the pre-planned robbery at Hill Farm, Edworth Road, Langford, on Sunday 21st October 2012.
     
    The covert operation that led to today’s conviction was led by the Eastern Region Special Operations Unit (ERSOU) and was launched after the victims, brothers aged 69 and 75, were subjected to a violent assault and had their lives threatened if they did not hand over cash believed to be on the premises. The offenders eventually left with shotguns belonging to the victims who were farmers.
     
    ERSOU became operational in July 2010 and was formed to increase and improve operational capacity and capability in dealing with cross-border criminals and is resourced by Bedfordshire, Cambridgeshire, Essex, Hertfordshire, Norfolk and Suffolk police forces. ERSOU is committed to serving residents across the region and carries out proactive operations to tackle cross-border organised crime.

    The defendants were each sentenced to 13 years and six months. They are:

    Joseph Upton, aged 39, of Murrow Lane, Parsons Drove, Wisbech, Cambs

    John Leonard William Smith, aged 38, of Primrose Farm, Small Lode, Upwell, Cambs

    Albert Smith, aged 37 of Potton Travellers Site, Common Road, Potton, Beds

    Alfred Stanley, aged 35, of Sandon Close, Sandy, Beds

    A spokesperson for ERSOU said:

    “This was a carefully planned attack on two defenceless elderly men. The violence and threats they were subjected to was not at all necessary and done purely out of viciousness. The fact that six shotguns were stolen from the victims shows how dangerous these men are. Their intent to supply other criminals with the guns or to use the weapons themselves can never be overlooked. The good news is not only were the offenders captured, every weapon was recovered by the police.”
     
    “These are some of the most dangerous criminals in the region; their imprisonment must come as great reassurance to the victims and public at large. This was a detailed and thorough investigation, which gave the offenders little choice but to plead guilty. It’s a message to the organised criminal fraternity in the region, you will be caught.”

        Kitelands Recreation Ground - "The Lights" LATEST



         
         
        Town Council said on Wed, 22 May 2013 - Regarding the lighting at Kitelands recreation ground; the lights are subject to a planning condition and as such are limited to the time that they are allowed to be on. The lights would have been one hour out at the time of Mr Masons e mail  simply because they were not altered when the time changed recently. The lights have now been rectified.
         
        My response sent today 24th May 2013 -
         
        Firstly we all know that there are planning restrictions that limit the times the lights are on, not before 7.00am and not after 8.00pm. The problem is that over the last 3 years BTC have been constantly  in breach of these conditions and have come up with all sorts of excuses / reasons why they have not complied.
        On 16th May 2012 because they were in breach again the lights were switched off for the summer. The lights were put back on again, I believe in early October, but well before the end of British Summer Time (BST) on 28th October 2012. The lights were coming on at 5.00 to 6.00am. and staying on in the evening until gone 8.00pm.
        When BST  started again on 31st March 2013 the lights were staying on until approximately 9.30pm. I observed this a couple of times myself, and it was reported to me by others. Not one hour out because of the start of BST, 25 days earlier. Recently, with the lighter evenings, they have been coming on at 8.30pm and going off at approximately 9.30pm.
        Since this has been happening for at least 3 years and probably longer, I would have thought that when the time clocks were replaced it would have been an ideal opportunity to incorporate a daylight saving mechanism.
        I take "The lights have now been rectified" to mean that they have been switched off again like before to overcome the "problem".
        BST was introduced nearly 100 years ago, but just to let you know that BST this year ends on the 27th October 2013, so it will not come as a surprise.

        In my post of 18th May 2012 I said:

        "British Summer Time ends on 28th October 2012 and it is likely they will be switched back on before that date so Biggleswade Town Council will again be in breach of the conditions. If this happens I will then go straight to Planning Enforcement as I do not believe the Council are treating these breaches seriously."

        The lights were switched on in early October 2012 and were in breach of the Planning Conditions - The lights must not be on before 7 am or after 8 pm. When BST ended they were still in breach and when BST has started again in March 2013, they are even more in breach. I understand that the lights are now on until 9.30pm.

        Over the last year for very personal family reasons I have not had the time or enthusiasm to pursue issues with CBC & BTC as I did before.

        As a courtesy I have asked a Biggleswade Town Councillor who has been involved in a positive way in the past so see if they can resolve this issue. If that cannot be done locally in then I will go to CBC Planning Enforcement. I suspect what will happen, is the lights will be switched off for the summer as has happened before.

        After more than a week the Councillor tells me he has not had a response from the Town Clerk or the Deputy Town Clerk. The lights did not go off tonight until approximately 21.30. I have therefore referred the matter to Sue Cawthra, Planning Enforcement and Appeals Team Leader, Central Bedfordshire Council.

        Planning Application MB/01/00869, which submitted by the then Bedfordshire County Council on behalf of Biggleswade Town Council, was approved in December 2001. It included the construction of a footway / cycleway and associated lighting.

        At the time there was concern about the amenity of neighbouring properties.

        “There have been a large number of objections from people who back onto this recreation ground. Many of the objections relate to the provision of the lighting. Some people have claimed that the lighting will attract youths to congregate in the area after dark. The Architectural Liaison Officer from Bedfordshire Police has stated that lighting routes is advisable from a community safety perspective, although if there is a concern about youths gathering then the lights should be extinguished at an appropriate time.

        The lighting is required for school children coming and going to school during the winter, on the basis that some children may be in school, after normal hours, for outside activities and clubs. The proposed lighting will be fitted with timers which can be set to switch on and off at certain times. In order that the lighting is only switched on when required by school children, a condition will be attached restricting the times during which the lights may be on. This will ensure that there will be no light pollution from the columns closest to residential properties during the late evening and night time hours.,”

        One of the conditions of the approval was:

        “The lighting hereby permitted shall at no time be switched on between the hours of 8.00 pm to 7.00 am”


         
         

        In May 2010 one of my neighbours, mentioned that for some time they had been trying to get the Council to do something about the light that was at the end of their garden, as it was on all night.

        At that time I was not aware of the condition that applied to the timing of the lighting. After some research I asked Central Bedfordshire Council (CBC), Planning if the condition had been changed. In June 2010 I received a response from Planning Enforcement:

        “The condition has not been changed.  The 6m lighting columns are supposed to be on a timer switch so it may be that there is a problem with the timer unit.  I will look into it as the condition needs to be complied with.”

        I passed this information onto the Town Clerk of Biggleswade Town Council and on 26th June 2010 he told me:

        “I am aware of the situation with the lights; I have spoken to the planning people and also the lighting people. I am hopeful that the lights will be rectified any day.”

        On the 1st July 2010, Planning Enforcement informed me:

        “Following your earlier email regarding the lights, I have contacted the Town Council who have assured me that they will get the timing switches repaired.”

        On the 7th July 2010, I advised Planning Enforcement:

         The lights were still on after 8pm Tuesday night 6th July until first light on Wednesday morning 7th July, today.”

        On the 14th July 2010, I wrote to them again:

        “The lights are still on all night.”

        On Thursday 15th July 2010, Planning Enforcement advised me:

        “I have been assured that the lights will be disconnected tomorrow. 

        Please can you confirm to me on Monday that the lights are no longer illuminated.”

        The lights were switched off on Friday 15th July 2010.


         

        29th September 2010, here we go again.

        Email to Planning Enforcement:

        “Since the lights went off in July they have not come back on again even when it was dark within the permitted times.

        Yesterday there were two chaps in high vis clothes and hard white hats over Kitelands looking at the lights. They appeared to be Highways people from Amey.

        Last night the lights came on when it was dark and stayed on all night.

        I would appreciate if you could get the situation regularised again.”

        7th October 2010, a response:

        “Regarding the lights at Kitelands recreation ground, I have reported this matter to the Town Council, tel no. 01767 313134, who will get the lights changed back to the permitted times. They were not aware that the times had changed, they know that this matter is urgent, but please let me know, or contact the Town Council direct, if the lights remain on at night.”

        I responded the same day:

        The times were part of planning consent MB/01/00869 (19th December 2001), which was a planning application made on behalf of Biggleswade Town Council.

        They are fully aware of the times and have been the same since the permission was granted to them. In June / July, after three weeks of trying to get them to rectify the situation, they just turned them off. Now they have just turned them back on again.

         On Sunday 10th October 2010, I sent this email to Planning Enforcement:

         “Because the lights are back on all night, every night,  this weekend the drinkers returned. They sit under the lights drinking and shouting until the early hours.

        The cans and rubbish and broken glass they leave behind is usually cleared up by dog walkers and parents / grandparents as it has been this morning. This problem is regularly reported to Biggleswade Town Council who say they will inform the Police. 

        When the Planning Permission was granted, the Police asked for restrictions on the times the lights were in use.

         I would be grateful if you could get this resolved quickly.”

        On 11th October 2010, Planning Enforcement responded:

         “I have again contacted the Town Council and forwarded your e-mail (but not your contact details and name). The Town Clerk is to contact Amey again to get this matter sorted out. They have been reminded of the hours permitted by the planning permission.”

        On the 13th October 2010, Planning Enforcement forwarded me an email from the Town Clerk of Biggleswade Town Council:
         
        I have spoken with Andy Clark at Amey and asked that the lights at Kitelands are turned off.

        It would appear that the time clock is not functioning and no replacement can be obtained.

        Amey are currently looking at other ways, too include costs in which the lights can be timed and until a solution can be found the lights will remain off.

        Please find the telephone number of Andy Clark should you require confirmation of their actions.

        On the 18th & 21st October 2010, I informed Planning Enforcement that the light were still on all night.

        The lights did not come on, on the night of Friday 22nd  October 2010.


         

        On the 16th November 2010, I received an email from Planning Enforcement:

        Following your recent correspondence to us regarding the lights I have forwarded you an email I have received from the Town Council.  The email explains that the lights will be on for a 24 hr period as new timers are to be installed so please be aware this will happen sometime this week.  Hopefully the situation will finally be rectified.

        Town Council email –

        In relation to the problems that we have been encountering with the lights at Kitelands in relation to timers etc, I can advise that new timers are being installed on all lights at some point this week.

        The chips that operate the timers when installed will take one full 24hr cycle to establish when dusk and daylight fall and will then set themselves to go off pm and come back on am. During the initial 24hr cycle the lights will remain on for the 24hrs so please accept this as advanced notice.

        I am hopeful that after the initial 24hrs the lights will function as they should.

        19th November 2010, email to Planning Enforcement:

         
        Hello Sam it's me again !!

        Amey were working on the lights at Tuesday lunchtime.

        Tuesday night into Wednesday morning the lights were on all of the time, as expected.

        Wednesday and Thursday nights all of the lights came on at approximately 1615.

        Three of the lights, (Mead End entrance, School Gates and by the Play Equipment), on both nights,  went off between 23.15 and 23.30. The fourth light goes off at thirty minutes past midnight. All of the lights are back on again at approximately 5.15 in the morning and go off when it gets light.

        As you, I and Biggleswade Town Council (BTC) know the planning permission says:

        The lighting hereby permitted shall at no time be switched on between the hours of 8.00 pm to 7.00 am.

        I wish you luck in trying to get BTC to comply.

        28th November 2010, another email to Planning Enforcement :


        Can you give me an update please as the lights are still on at the same times as per my email of over a week ago.

        30th November 2010, email from Planning Enforcement:

        I have contacted the Town Council yet again about the timing of the lights and asked that someone check them.  There is obviously a problem with the timers again.

        3rd December 2010, email to Planning Enforcement:

        It was on 18th June 2010 that you confirmed to me that the lights were in breach of the planning permission and on 30th June I exchanged emails with BTC Town Clerk who said he was aware of the situation. Eventually on 15th July 2010 the lights were completely turned off.

        On 29th September 2010 the lights were turned back on again without any changes to the timing, so they were on all night. In your absence on 7th October the BTC Town Clerk said he was unaware the timings had changed and would deal with the matter urgently. It was not until 22nd October that the lights were turned off again.

        On the 16th November 2010 the lights were turned on again, apparently with new timers, and now  three go off at approximately 11.30pm and the other at half past midnight and all come back on at approximately 5am and all go off when it gets light.

        Quite frankly I think BTC are just thumbing their nose at you. Would you accept this sort of messing about from anyone else who was in breach of Planning Permission. I would have thought by now some sort of legal enforcement would have been threatened.

        6th December 2010, email from Planning Enforcement:

        “The Town Council have been given 7 days (from today) to rectify the situation otherwise we will be serving a Breach of Condition Notice formerly requiring them to comply with the condition.”

        11th December 2010, email to Planning Enforcement:

        On Friday morning, 10th December 2010 the Amey men were back.

        It appears that they have switched the lights off again, as they did not come on Friday night, Saturday morning or Saturday night.

        How long do you give it before they are turned back on?

        2nd December 2011 - lights switched back on again after nearly a year. The lights did come on when it got dark and went off a few minutes after 8.pm. They were not on before 7 in the morning. Looks as if they may have cracked it at last.

        25th March 2012 - Start of BST in breach of conditions again, lights coming on before 7.00am and going off after 8.00pm.

        6th April 2012 - I brought this to the attention of Councillor Steven Watkins as he had asked me to do this.

        16th May 2012 - lights switched off for the Summer.

        Early October 2012 -  lights switched on , in breach of conditions again.

        28th October 2012 - British Summer Time ends still in breach of conditions.

        25th March 2013 start of BST, lights come on before 7.00 in the morning and in the evening stay on until approximately 21.30, in breach of the conditions.

        26th April 2013 - I brought this to the attention of Councillor Steven Watkins as he had asked me to do this. He will raise this with Deputy Town Clerk in lieu of the Town Clerk being on leave until 7th May 2013.

        5th May 2013 - asked Councillor Steven Watkins for an update.
         
        9th May 2013 - Councillor Steven Watkins informed me " I am going to call the Clerk shortly for an update, as I have not yet received a response. You may have already reported the TC but I still want the answers anyway."
